“I congratulated him(Putin) on his electoral victory…” I stand corrected, as in this case I misunderstood the Fucking Moron, as herein “electoral” finds meaning with “Oligarchs” NOT electors. But I give the Rex Tillerson’s Fucking Moron credit wherein credit is sued.
