STORYLINE: This “Documentary” titled “The MARLER PREFECTURE” is in honor of Theodore Fulton Stevens, once-upon-a-time an honorable U.S. Senator from Alaska nicknamed the “Hulk” by his constituency. The breath of this “Tell All” asks the question: Was Theodore “Ted” Fulton Stevens the victim of a well-planned “Assassination” in 2010?

The Snoop Scoop Dawg: Following a contentious and frivolous criminal “campaign violation” charge in 2007, the longtime reigning Senator from Alaska was faced with a re-election scandal, “Sarah Palin” governed by this “guilty until proven innocent” verdict not so silent in the court of public opinion. People in Alaska along with high-ranking politicians from across the “Beltway of life” were asking for Ted’s “head”, good thing hanging was declared “Unconstitutional” after the Confederate’s WAR. And there existed “no reasonable” doubt this charge against Ted Stevens, from the beginning it was all part of a clandestine coup. It was definitely a set-up, as in the end Stevens would be fully exonerated, but it would be too late to save this “Patriotic” WWII veteran from ridicule and scorn. Stevens’ Democratic opponent Mark Begich used the charades against the Republican Senator, and that was the end of a very honorable political calling career, that which lasted many, many moons. Even John McCain found reason to violate the “brotherhood” of military camaraderie and attacked his long-time Congressional colleague, both on the Republican side of the isle. With forced “retirement” away from what Ted Stevens had learned to cherish above all in life - “Serving” his countrymen - such did not sit well with what had gone down to cripple this “statesman” still in his prime, not to mention Pro Tempore assignments. Stevens was a very powerful man, the kind of individual that did not envision becoming wealthy in office and a simple mission statement at hand - dedication to the U.S. Constitution and his Alaska! And the exoneration from Barack Obama’s “Special Counsel Investigation” would not come until Ted Stevens was laid to rest with “Military Honors” in Arlington, years later and only after a Federal Judge overturned the guilty in felony verdict. So in the remaining days of his life, Stevens became disgruntled and was about to reveal a “Tax Scam” enjoyed by wealthy Americans. It was then wherein he encountered that face-to-face with fate once again, in a premeditated doom of a small passenger plane that was “sabotaged” to crash far and away from any help. Sad to say, as the “Hulk” had already survived a runway crash, one that killed his wife back in 1978. Yes, it was all dedicated to “doom” due the soon to be uncovering of a lucrative “safe haven” tax scam Stevens was well acquainted with, not as a participating cheat but as a prosecutor in his younger days defending the U.S. Treasury police. Would the very Internal Revenue Service agency that Stevens defended as a young Federal attorney about to get that iron-pan branding by a brave man, would the fallout sink many wealthy GOP donors? This “Documentary” follows the trials & tribulations of Theodore Fulton Stevens, through his career that made Alaska what it is today until his take down, wherein a two-way street car named revenge was the only relief, and Stevens was silenced through a planned plane wreck in retaliation, an “Assassination”.

Opening Scene: On the morning of July 30th in the year 2007, a posse of side-arm carrying FBI agents flanked by IRS agents flashing a “Search Warrant” raided the bungalow of Senator Theodore Fulton Stevens, located in Girdwood - Alaska. A time-forsaken off-the-beaten-path hamlet located some 40-miles the way the Raven flies away from Anchorage, more like a ghost town that secluded away a population of about 100, mostly ski bums. It is not a community of wealth and maintains a visibility of “alive & well” only when the ski slopes with fresh snowpack invite “Brain Bucket Bombers” to trespass the slick-rock of winter. This was Steven’s residence-of-record when Congress was not in session, a job Stevens had enjoyed since 1968. Calling it a “bungalow” was a stretch of one’s imagination, more in the category of a “shack”, and a shanty-shack before a simple remodel job a few years back. And that was the reason for this early morning police “raid”, that the “Shanty” addition was secretly funded through campaign corruption. Ted Stevens was not a man of wealth or flamboyance, but a man with unadulterated pride as a “statesman”. Then at 83, Stevens was one of the longest sitting members of the United States Congress. And with the Senate Majority vested in the Republican side of the isle, during the 108 & 109th Congress Stevens had faithfully performed his “sworn” duty the fact-of-the-matter he was the Pro Tempore “designee” in the Presidential line of succession, and did not take that position lightly. This morning’s raid scene that disrupted the “Tranquility” of the “Glacier City” ends with Revenue agents carting off a black trash-bag with the evidence concealed, along with a case of wine. At the same time Steven’s home in Washington, wherein he resides when Congress is in session, was not subject to a “Search Warrant” morning raid. Nor was his satellite office in Anchorage. Hot off the press, “Extra, Extra, Read ALL About It” highlighted this “raid” and the consequences facing Mr. Stevens’ future was demonstrable. Before the printing-press ink was even dry, before the 1st addition was delivered to the corner news-stand, there came the call for Theodore Fulton Stevens to step down his powerful Senate seat, for campaign violation “allegations”! It was that “Guilty before Proven Innocent” verdict, the gavel had fallen and was taking its toll!

First Scene: It is 1956, and a young Ted Stevens is testing his manhood as a Federal Prosecutor in the role as Alaska’s U.S. District Attorney, appearing before the Honorable Vernon D. Forbes, the case calling U.S. verses Jack Marler. This is when Alaska was still a “Territory”, so it was a rough bunch jury of independent thinking “citizens” that minded their business digging gold and claiming that property through well-armed Hatfield & McCoy conflicts. And this was the second attempt to prosecute Jack Marler on “Tax Evasion” based on a defense of “No Taxation without Representation”. As the 32-year old Ted Stevens tried to convince a jury of 6-men and 6-women that this was the “ultimate test case” that could Aye or Nay future attempts for “Statehood”, Jack seemed to cop an attitude. All the time surrounded by his flamboyant attorney, Edgar Paul Boyko. There was a lot at stake in this case for the U.S. Government, as the well-groomed pink-faced pin-stripe suited Marler was an agent of the Internal Revenue Service, until he was arrested. As the trial went forward, Jack just smiled and rocked the day away, like he knew already how the jury would support his “Tax Evasion”. In the end, it was a unanimous decision and set precedence within the Federal Court’s jurisdiction, that “No Taxation without Representation” is a valid defense supporting “Tax Evasion”. As Ted Stevens left the courtroom following the verdict he is quoted: “In no way shape or form do I believe the jury's verdict is an expression of resistance to taxes or law enforcement or the start of a Boston Tea Party. I do believe, however, that the decision will be a blow to the hopes for Alaska statehood.”

Sub Scene I: “We’re In” headlined the Alaskan news scene on January 3rd of 1959, with Seward’s Folly finally indoctrinated as the 49th “State of the Union”, when Dwight D. Eisenhower signed the Alaska Statehood Proclamation. Soon after the celebration winded down, Ted Stevens entered the arena of Congressional politics, in realization that Alaska must find heavy-handed protection from outside interference. Alaska was rich in natural resources, and Ted Stevens was at the forefront to protect the “riches” for the that small population of 224000 “newly” christened U.S. citizens. For those calling this remote land mass of 425-million acres in wilderness and cut off from the contingent lower-48 their home, and yes Alaska was still closer to Russia the way the Albatross flies!

Sub Scene I(n): The date is November 4th, 2008, just 8-days after Ted Stevens was found guilty on 8-felony counts consistent with “campaign violation” corruption. The conviction could find Ted Stevens facing a 5-year jail term for each count, or the rest of his life behind bars. Sentencing was scheduled for the following February. And on this same cold and dismal November day, the polling places in Alaska were awake with activity, as with the campaign corruption case against Ted Stevens, an opponent surfaced to challenge the statesman that made Alaska what it is today, independent and wealthy from oil revenue. Mark Begich unseated Ted Stevens by a narrow margin, only 3724 votes, as many Alaskans remained skeptical and suspicious upon how the gavel of justice fell with Mr. Stevens’ conviction. By now Theodore “Ted” Stevens was a beaten man, humiliated and no longer carried around that friendly Chinook smile. To see this honorable man’s “Mugshot” when arrested, it was very painful for many Alaskans, both sides of the isle. What made things worse off, Stevens had many “colleague enemies” in the U.S. Senate, like John McCain to name one, as it all had to do with “power” and Ted never once relinquished that power when it came time to protect the Alaskan “interest”. But right before the sentencing for the 8-count felony conviction that was to find jail time for Stevens, after this honorable Patriot lost his senate seat enjoyed for over 40-years, the suspicions that many Alaskans had dreaded came true to life, that Ted Stevens was framed. And Stevens was considered the comeback kid, many hoping he would entertain running against the incumbent in 2014. But at age 85, Ted realized it was the end of his political career, may as well take up fishing for a hobby.

Sub Scene I(nn): What Ted Stevens was about to blow the whistle upon vested its sinister interest on the fact a minority faction of well-dressed Americans were evading taxation by claiming the “Marler Prefecture”, or simply put “No Taxation without Representation”. Americans that claimed “off-shore” havens as a domicile, that which placed their citizenship in jeopardy was but for a reason - a curve ball for purposes of instigating “Tax Evasion”. Such was based on the practice wherein wealthy individuals would purposely fail to file the required income tax returns, year after year and just ignore the IRS inquiries. Then some years later the IRS would finally come knocking. Things are a whole lot different these days, as the IRS has lost a whole lot of its “police state” powers due past actions consistent with inappropriate behavior - in line with the Bush doctrine of a gentler & kinder nation! Case in point, in 1956 when Jack Marler refused to file his returns, he was arrested based on a two-fold reasoning, failure to file and the fact as an agent for the IRS he should have understood the repercussions for such failure. For the IRS and the G-men, it was that “image” thing! Then Mr. Marler was acquitted, based on a defense of “No Taxation without Representation”. And when Ted Stevens’ “crime” saw the IRS raiding his home, there was no arrest. Remember, in this kinder and gentler nation “We the People” are presumed “innocent until proven guilty”, and that is what the “Tax Cheats” use as a smiley face “Get Out of Jail” pass. No doubt the “Revenuers” still maintain that “arresting” preamble, but refrains away from acting stupid, as the merit behind taxation has been gutted. Now then that said, these “evaders” being represented by powerful tax attorneys, they would state their case based on the Jack Marler defense of missing representation - as at any given time throughout history, the lessons learned is that the Congress has been and remains somewhat equally divided, so the validity in such claims finds merit. Especially if one could prove partisan policy increased their individual tax burden, for legislation their side of the isle voted against in Congress. It was full-proof by design to a certain extent, as it still did not relieve one with total immunity under the tax laws. In a nutshell, those with power and money were eliminating a large percentage of their income tax burden based on this verdict reached back in 1956. Yes, individuals testing their “Boston Tea Party” right, what bothered Stevens the most the outcome of that “Trial”. See, Stevens thought that verdict alone - as a “precedence set” - should have denied Alaska its “Statehood”. Once the Territorial Federal Court in Alaska accepted that unanimous verdict, it did not seize on the opportunity to challenge that “now precedence set” in the High Court. So when Alaska was admitted to the “Union”, the “US v. Marler” verdict became the “Law of the Land” and has been used to save $billions$ from taxable income. It is that ultimate “best kept little secret” attack on the U.S. Treasury. Now when caught, the “Tax Evaders” would offer up a lucrative “Offer in Compromise” willing to write a check right there on the spot, that was at a tax rate that squandered the existence of equitable taxation for all. This apparently occurred when the IRS was under heat to settle cases quicker, settling for pennies on the dollar. Yes, the “Marler” case set precedence in the court, it was thus used as a valid means to evade taxation to some extent, or used to buy time and then settlements demonstrated the desired outcome. The reason the “Marler” verdict has never been re-tried in the High Court, as it would have been overturned by now. But that would be very difficult in this day and age, due the fact it has been used by so many with wealth in claiming tax evasion based on “No Representation” based on partisan politics. Remember what the Founding Fathers called out our undivided attention: “Then join hand in hand, brave Americans all! By uniting we stand, by dividing we fall!” and it is that sinful “divide” that summons the culprit behind this “Tax Evasion” scam, as “Representation” is so divided and claims its victim - that being the righteousness behind equitable taxation.

Near Ending Scene: A “May Day Distress” signal is picked up by the U.S. Airforce Base “Early Warning/Flight Command Tower” located in Clear, Alaska. The date is August 9th, 2010 and the “Command” logged the incoming distress at 1359 Alaska Standard Time, from a remote location in Alaska’s interior. Soon, the wreckage was located, and rumors started hitting the streets that Ted Stevens was amongst the victims of this crash. In the end, the FAA said the cause of the “crash” was inconclusive - in this day and age of airline crash forensics, very odd to say the least. It was a well-planned cover-up, and successful ay silencing the evidence of corruption that was about to reveal corruption that hit hard at the merits of “Taxation”.

But Not the End: Theodore Fulton Stevens was laid to rest with “Military Honors”. The 2009 motion introduced by Eric Holder - as Barack Obama’s Attorney General - to set aside the judgement of conviction against Ted Stevens exonerated this man of honor, based on what Holder considered the “worst case of prosecutorial misconduct” ever witnessed. Along with U.S. District Judge Emmet G. Sullivan reiterating similar concerns, of “shocking and disturbing misconduct” which from a legal and ethical standing warranted a “Special Counsel” to investigate the “misconduct” by government officials assigned to litigate the Stevens case. In 2012 the “Special Counsel” report was made public, with words to the effect that “the investigation and prosecution of U.S. Senator Ted Stevens were permeated by the systematic concealment of significant exculpatory evidence which would have independently corroborated Senator Stevens's defense and his testimony, and seriously damaged the testimony and credibility of the government's key witness”. This came after Ted’s death and burial, but Theodore Fulton “Hulk” Stevens was “exonerated” of any and all wrong doing, as there was nothing of “criminal” consequences with this member of Congress who out-performed that duty without compromise and was allowed his day in court, after-the-fact. Ted never got the opportunity for justice, he was cleared and the “Truth of the Matter” was also silenced.

A statement issued by Stevens' widow Catherine following the “Special Counsel” verdict, "I can say that the Stevens family continues to be shocked by the depth and breadth of the government's misconduct.”

In January of 2019, Congress voted to name a planned “Flight III Arleigh Burke-class guided missile destroyer” the USS Ted Stevens. Attention, “Statesman on the Bridge”, and the “MARLER PREFECTURE” lives on!
