I Just Shot John Lennon


It was the fearful night of December 8th
He was returning home from the studio late
He had perceptively known that it wouldn't be nice

"What a sad, and sorry and sickening sight"

Those words, such poetic prose the story telling that laid to rest John Winston Lennon, a great music man legend and the greatest of prophets cautioning our human race upon destiny’s child. Music was the vehicle that John used best to approach preaching the pace of PEACE, but sometimes it takes time for that word to reach its intended audience and sink in - the pace factor again. IMAGINE, what Lennon had already accomplished while reaching age 40! IMAGINE, what it would have meant for PEACE had John lived on...he does! Following Lennon’s death, now 38-years ago since it made history that chilling night in New York City and only a few blocks away from what would eventually become the John Winston Lennon “Strawberry Fields” eternal light and right to PEACE memorial, the Cranberries’ Dolores O'Riordan co-wrote and dedicated the song “I Just Shot John Lennon”. Some of the lyrics so recited in the beginning of this episode in accolades the bestowing of “Kin-ship knight-ship”, an invitational classic Lennon passion a hit “To the Faithful Departed”. So sad, that Dolores passed away this 2018 year, on the same day that the Bulletin of Atomic Scientists moved forward the Doomsday Tick-Tock because bye-bye Miss American pie “Democracy” was critically wounded and because of one madman so challenged to wreck chaos havoc after so many years of “On the Road to WORLD PEACE”. This madman has taken a detour down a dead-end, aboard a “Street Car named Desire for Fascism”. I get nauseated thinking about how close we are today to “Doom” but “We Shall Overcome” this Trump Tower Dysentery “Green Stool” FOXcopulation Syncopia Dynasty. It is “Nationalism” beyond doubt. And it is the fact that John Lennon is still with us today in “spirit”, his light shining on PEACE “not fade away” since that night he was gunned down in cold-blood by a jealous follower. What got into that Chapman lad, well he is still incarcerated and has been denied parole over 11-times maybe the madman will soon be greeted by his new cell-mate!

In 1980, Yoko Ono issued a statement following Lennon’s murder: “John loved and prayed for the human race. Please do the same for him.”

But of all the songs through his career as a Beetle or then moving-on as sole performer and then moving in with Yoko, by his side and the meaning “Stand By Me” shines forevermore, there is but for a single song that came of age from the Record Plant that redefines our outrage and our rage. That “Plant” is wherein John and Yoko were returning home from 38-years ago when the bullet was heard over the hustle and bustle of a city that never sleeps and “I Shot John Lennon” became “And that’s reality”. In 1972 from the “Plant” came Lennon’s best proclamation the fact “war is over if you want it” in “Woman is the nigger of the world”, it made his point clear and convincing. Yet we turned our heads because of political correctness in the use of banned words - blasphemy in my book as what are we afraid of? Maybe the TRUTH!  And even though I could go on and on and on to define why so this song is a prophet’s prayer, a picture is still worth a thousand words:

Never Too Alaskan To Learn


HH University of Alaska is offering a new degree with a financial, legal or investor endorsement certificate. Anybody thinking of doing business in Alaska should apply for this degree and for a limited time only, free on-line access to the course materials and accompanying certificate of achievement tests:

The ESLP degree course materials can be downloaded for free from https://www.alaskarailroad.com/. At home page header link “CORPORATE-> LEADERSHIP-> REPORTS. The course materials are divided into two segments: Alaska Railroad Annual Reports: 2011 - Current and Alaska Railroad Reports: 1996 - 2010. These study guides will provide the course content educational materials and prepare students to pass the high-bar exam associated with the individual endorsements. Once familiar with the course materials, students wishing to qualify for a certificate of achievement can proceed to take the certification test(s), which are included below for reference and study guidance. For the ESLP Financial Endorsement Certificate of Achievement, answer the following test question(s);

#1) The Alaska Railroad Corporation(ARRC) issued a Financial Report for 2016 which indicates a Net Income (Loss) of ($4.4-million)[page 12]. With focus on this financial report, explain why the ARRC realized such a loss for this accounting period when 2015 and 2017 realized a positive Net Income of $10.9-million and $22.4-million respectively.

#2) The Alaska Railroad Corporation(ARRC) issued a Financial Report for 2000 which indicates a Net Income of $16.7-million[page 15]. Explain what caused this difference in income above expectations, which was outside the normal revenue projection expectations that had been realized for the years 1999 and 2001.

#3) In 2000, the Alaska Railroad Corporation(ARRC) realized a Net Income of $16.7-million, which was the highest earnings of record. In this same year, the acting CEO Bill Sheffield resigned, but remains as a high-ranking official member of the executive board of directors. With the business climate during this timeframe robust for the Alaska Railroad Corporation based on revenue generated, opine why the x-Alaskan governor decided to exit the CEO position? Note: Extra credit for an analysis on what Mr. Sheffield could have expected from a retirement package based on the financial statements.

For the ESLP Legal Endorsement Certificate of Achievement, answer the following test question(s);

#1) The Alaska Railroad Corporation(ARRC) enjoys “Grant Revenue” from the U.S. Treasury by virtue of 49 U.S.C. 5307 and 5337, Urbanized Area Formula Program and State of Good Repair Formula Program. These “Formula Programs” are designed for government investment in “public transportation”, like Amtrak. For 2017, this “Grant Revenue” accounted for 31% of the “revenue” requirements for overall ARRC railroad operations. With “Grant Revenue” funding comes stipulations that promotes the “general public welfare” interest to utilize the infrastructure, like with “Half Fare” programs. Opine whether the Alaska Railroad is following the “spirit of the law” with its “Half Fare” program responsibilities when such fares are only available from September through May of any given year.

According to 49 U.S.C. 5307(c)(1)(D), a recipient must certify that the fares charged to seniors, individuals with disabilities, or individuals presenting a Medicare card during nonpeak hours, for transportation using or involving a facility or equipment of a project financed under this section, are not more than 50 percent of the peak hour fare, regardless of whether the service is provided by the recipient or by another entity under contract, lease, or other arrangement.

#2) The Alaska Railroad Corporation(ARRC), being an entity of the “State of Alaska” while incorporated is not subject to Federal “Corporate Tax”, so does not enjoy some of the benefits of taxation right-down discounts. Under the IRS Tax Code 45G, an entity can claim a tax credit for “Qualified Track Maintenance” expenditures. The Alaska Railroad Corporation takes advantage of this through the following: The Alaska Railroad Corporation(ARRC) issued a Financial Report for 2017, Note (9) Concentration Camp: During 2016, ARRC entered into an argument with a customer under the Internal Revenue Code 45G. Under the argument, ARRC received $4.8 million in qualified track maintenance expenses and gave the customer a rebate of $2.5 million. The 2016 qualified track maintenance expenses and the rebate are recorded as net reductions in operating expenses. Was this “rebate” a “credit” or actual exchange of money and does this collusion violate the intent of the IRS tax code?

For the ESLP Investor Endorsement Certificate of Achievement, answer the following test question(s);

#1) As an “Investor” with a wealthy client interested in investing in Alaska, you are given the opportunity to scorecard the Alaska Railroad Corporation as a viable investment strategy. According to the Alaska Railroad Corporation’s Financial Report for 2017, the “Operating Revenue” was stated as $165,151,000 wherein $57,380,000 of that revenue was based on “Grant Revenue” received from the U.S. Treasury by virtue of 49 U.S.C. 5307 and 5337, Urbanized Area Formula Program and State of Good Repair Formula Program. The “Operating Expense” for this same year stated as $158,696,000. This equates to an “Operating Ratio” of 1.04 overall. Due the deficit facing the U.S. Treasury, under the “Grant Formula Programs” going forward an entity receiving funding can no longer apply such monies to any “Retirement or Pension” liability. The ARRC realizes a “Retirement & Pension” liability approaching $30-million and growing. With that same amount decreased from the yearly “Grant Revenue” income stream, the “Operating Ratio” crashes to 0.85 and Moody is now in a “bad mood”. What do you tell your client, without laughing?

#2) After scoring through the Alaska Railroad Corporation’s Financial Reports since inception as a “corporation” and in realization that approximately 30% of the “Operating Expense” on a yearly basis is maintained by U.S. government welfare funding, when should have this entity declared Chapter 11 Bankruptcy? And is it too late?

The Erotic Syncopia Lobotomy Plagiarism(ESLP) Degree program fulfils the obligation of understanding government without transparency, as is the case with Alaska.

SPAM McGee vs. Alaska Railroad

Dear K. Jane Williams;

It is through this correspondence, filed as an “Administrative Complaint”, that United States citizen in good standing “Patriotism” S. Pam McGee requests the following: The executive branch of the FTA to execute an investigation this concern on its merits and finds in favor allowing relief. That sought-after relief requiring the Alaska Railroad Corporation to provide “Half Fare” transportation throughout the year between Anchorage and Fairbanks, Alaska’s major population cities and all whistle flag-stops between such locations. At present, the Alaska Railroad allows for such “Half Fare” transportation between September and May only, wherein this “public by definition” rail transportation entity considers this the “Off Peak” as it interprets the regulations designating such qualifications. But this interpretation is in gross error, and comes as a sacrifice to willing “Half Fare” passengers as there exists then limited scheduling when such discounts are invoked according to 49 U.S.C. 5307 - wherein it provokes difficulty to use the “Half Fare” upon its intended design and dedication. The Alaska Railroad Corporation is a state-owned entity boasting a portfolio of $1-Billion in assets, while the State of Alaska boasts an economic portfolio approaching $67-billion with world-wide investments. This state owned transportation railway entity is “public” as it enjoys 5307 funding, close to $57-million from the U.S. Treasury and courtesy the U.S. Taxpayers in this year alone - it is skirting the true intent of the law consistent with 49 U.S.C. 5307(c)(1)(D) by limiting access to “Half Fare” and so restricted it alienates the spirit of the law. The fact that but for a single train is scheduled daily to depart both north and south between Anchorage and Fairbanks, with intermediate stops to Denali National Park during the “Regular Pricing Season” from May through September, this excuse of limited rolling stock infrastructure should not have the power to fail the “Half Fare” requirement. Because of limited departures, it strangles the conditions inherent upon the “Half Fare” intent of not interfering with the passenger demands at the “Peak Hour”, as congestion is not the case in Alaska with the Alaska Railroad system. That said, there is no true “Peak Hour” demands and to define such is cause for concern and used merely as a ways and means to circumvent the intent of the 5307 code. The “Peak Hour” falls within the “tourist” season, so the decision to derail the “Half Fare” during this time frame is based upon an economically driven selfishness and a mandate wherein 3rd party tourism finds an affiliation with the Alaska Railroad - all profit motive driven. The Alaska Railroad should not be allowed to coddle the “Peak Hour” for economic protection and by doing so not offering such reduced “Half Fares” - that which enables economically affordable travel by those less fortunate, either economically disadvantaged or due age advantaged and or a disability. Since the Alaska Railroad Corporation allows for such “Half Fares” at very inconvenient times, that fact alone is evidence that funding is provided through the 5307 formula and during such times the offer of “Half Fare” to the “public” is just too restrictive, even though it follows that criteria spelled out in the code of law. The code is not a “part time” instrument. And the law characterized by the 5307 formula should not allow such preferential treatment, the interpretation of the “Peak Hour” is false as it is misleading and is discriminatory, as there is no “passenger” congestion and the Alaska Railroad could easily accommodate “Half Fare” passengers on a yearly basis. But the necessity to support the economics of this 3rd party tourism industry, that which could and would loose revenue from passengers utilizing the “Half Fare” availability as was intended by the 5307 code, that revenue justification is indeed a violation upon the spirit of the legislation designed to accommodate reduction in fares for a preferential class. And when “Half Fare” is not restricted, the availability of transport via the Alaska Railroad finds a reduction in scheduled departures so it is an inconvenience that continues to violate the intent of this legislation mandated through the U.S. Congress. During the “Peak Pricing Season”, when “Half Fares” are restricted upon the “public”, the Alaska Railroad schedules 129 Fairbanks bound trains and 129 Anchorage bound trains, in the same amount of days so it is realized as a daily scheduled event. In the “Off Peak” season wherein “Half Fares” can be enjoyed, the Alaska Railroad offers only 37 Anchorage bound trains and 37 Fairbanks bound trains in a 226-day time frame - it is very restrictive travel when “Half Fares” are available. The Alaska Railroad is an entity that relies on Federal Funding to remain buoyant, and for the most part has shown a year-end-profit. The funding from the Federal government is considered as arm-shot “income” in the yearly financial reports and accounts for an estimated 31% of the Alaska railroads operating income and that amounts to an overall net gain of approximately $6-million in revenue, due the fact the Alaska Railroad pays no “corporate taxation”. Through such generous government funding, the Alaska Railroad should show the willingness and decency to engage in the “Half Fare” goals within the 5307 code’s intent without restrictions. The Alaska Railroad receives Federal Funding and makes a profit above and beyond its operating expenses and that should follow a trickle-down mentality to be enjoyed by the U.S. Taxpayers, and what class is better deserving then those required to wrestle with hardships and must rely on and utilize the “Half Fare” structure for purposes of affordable transportation. The Alaska Railroad Corporation has seen its more than fair share of U.S. government financial support and it is time that the “Half Fare” is available on a yearly basis and not used as an “under-handed” detriment upon the “public” but for an economic benefit to a 3rd party “Private Entity Tourism” industry. Today, this disenfranchising in unfairness is orchestrated by greed of an industry that is allowed preferential treatment by the Alaska Railroad that does not want this “Half Fare”, because it could diminish its return-on-investment in Alaska, and thus the U.S. Government and its citizens are burdened by such unfairness, through deviations from the true intent of the 5307 legislation. The Alaska Railroad’s policies this concern practices discrimination and disenfranchises the intent of the “Half Fare” in efforts to placate this 3rd party in “Tourism”. Please, take this “Administrative Complaint” under serious consideration and due the 5307 funding, through the U.S.C code that allows for reduction in fares, require the Alaska Railroad Corporation to honor “Half Fare” on a yearly basis without restrictions, else the spirit of this legislation exists in vain, not what the Founding Fathers would have allowed. Congress makes laws for a reason, and the Alaska Railroad is sidestepping its responsibilities for reasons that burdens the citizens of the United States.

OK, Woody Guthrie also sang out “Take a whiff, take a whiff, take a whiff on me” and I keep getting a “whiff” of something awfully suspicious and rotten to the core going down under-hand Luke. See, how in hell could the Alaska Railroad fall apart with this most recent earthquake that was 100x100 less forceful then the 1964 wake-up call? Well, for those not in the know, this state sanctioned “Casey Jones” bigotry has been heading off course and a crash like an EXXON Valdez wreck is imminent! Blame it on the “sober” captain, yes picking his nose. And with this 2018 Quark Quake event still fresh a few days old in the category of Hector Richter shakers, but for a minor blow with minimal damage all around the block - except for Bill Sheffield’s steel wheeled rolling stock rail. See, Alaskans are tough and for the most part weathered this storm like adults, as such compromising situations have become a normal betrayal against panic these far too often routine near “cataclysmic” events. From major volcano breaches to perverted political storms, not a problem “take a whiff” and move on! Exception, this Alaska Railroad fantasy - that it will ever prove itself to be a Real McCoy Union Pacific. Blame it on the “sober” captain, yes picking his nose. Don Young was re-elected again? But let us not forget that when Bill was the governor of the 49er, he came so close to impeachment but something in the transfer documents of the Alaska Railroad back in 1985, there came secret language that gave the governor immunity - when we thought there was truly a separation between church and state. That republican driven “impeachment immunity” is the reason after leaving the governor’s mansion he went to work on the state run railroad under the auspices of a “Corporation”. Bill, what a coward because he registers as a democrat but is in bed with the republicans - I think we call that a “Turnagain” in Alaska. And when an entity owned by the state “incorporates”, that means no transparency for the stockholders - rather no accountability to the rightful owners that being the citizens of Alaska. For real, what kind of laws enable this kind of forfeiture? Sure as hell freezes over in Alaska, it wasn’t voted upon by the righteousness of the citizens, but the Juneau scat is known to pull the wool and hoodwink that righteousness without warning. Where do you think Sarah Palin learned how to attack Democracy? Outsiders must realize Alaska is different when it comes to law and order. See, Alaska has only been a state of the Union for almost 50-years and soon the “honeymoon” will be over and all the wealth that has made Alaska the richest state, with a portfolio approaching $100-billion, with Trump’s family taking a “whiff” of that loot, lookout for blackout dates wherein the henhouse gets ransacked. Building a Trump Tower in Denali National Park, don’t laugh! But with respect to Alaskan style law and order, take the Jack Marler case back in 1956 wherein a young Ted Stevens was the Federal prosecutor out to get an IRS agent that told his boss he wasn’t filing his tax returns and the IRS thought that was bad behavior for that agency’s “Image” in Alaska still a territory, a statement that “we don’t rape women and children yet”. But Ted was no match for Marler, especially with Edgar Paul Boyko assisting in the “No Taxation without Representation” defense, well Ted lost this battle and made a closing comment that said; "I don't believe the jury's verdict is an expression of resistance to taxes or law enforcement or the start of a Boston Tea Party. I do believe, however, that the decision will be a blow to the hopes for Alaska statehood." With this whipping post outcome, Ted jumped ship and became a U.S. Senator. But back to Bill “Casey Jones” Sheffield. See, following “impeachment” but off the hook because the Juneau republicans voted against it the reason Bill is indebted to that political party now and forever, he lost his dream of 4-more years. And while president of the rail another feather in his coward’s cap, at the executive helm when a “sober” engineer picking his nose forgot about environmental stewardship and dumped off a toxic shipment of 120000 gallons of jet fuel to feed the salmon migrating up the Big Susitna River! And sure enough “I betcha” came FEMA G-men assistance to help clean-up that disastrous spill when in the meantime, well “disaster” insurance covered for the expenses and there is a clause you cannot give back government FEMA money, so that clean-up loot ended up in the coffers of the Alaska Railroad’s safe in Bill’s office in Anchorage. Yes, the office now occupied by another coward as it runs in the family, that office was flooded because of an overflowing toilet the same day as the recent quake so of course apply for “more” government assistance. Trump gifted paper towels to Puerto Rico and rakes to California so how about toilet plungers for Alaska this earthquake event - sorry I cannot call it a disaster. Now Bill learned the lessons well on how politicians take any opportunity allowed to enrich themselves, and when that extra income from Uncle Sam inflated the normal “year end” net income the “Rail” had come to enjoy after a few years in business, Bill was quick to retire because his “pension walk-away bonus” was calculated on that income profit from Uncle Sam! It is “double-dipping” at its best in selfishness. So when that toilet overflowed the other day in Bill’s old “Casey Jones” office, the safe had already floated away. And probably the best history lesson with the Alaska Railroad was the shoot-out with the “Hatmaker” Angels MC back in 1976 at the Healy Roadhouse, bang with bang don’t mess with the track master’s special! But when the track falls apart because of a little rough-housing earth shaking, it appears that “track maintenance” has taken a back-seat because the “Rail” boss and board of “Tourism is King” dictators seems more interested in investing that 31% government welfare on property that generates a return. Good thing “casinos” are out-lawed in Alaska. For real, the Federal government contributes upwards 30% attributable as “income” to keep the Bill Sheffield railroad out of bankruptcy, and for 2017 that amounted to $57-million “Big ‘Uns”. Hey with guys like Bill using powerful positions and gambling money at the U.S. Taxpayers expense, it means salary increases it is that simple. I always get a hoot at the Alaska Railroad’s yearly financial report - as 75% of the report covers the “Retirement Benefit Plan”! So with the funding from Uncle Sam, the jury is still out if the rail workers will enjoy a Federal retirement bailout or…something is wrong with this set-up…Don? For real, the U.S. Taxpayers are paying for that “Retirement Plan” which is super-lucrative just ask Bill! Now “Track Maintenance” expenditures finds an IRS tax credit with Uncle Sam with respect to corporate taxation. But Bill’s rail is a state run corporation so pays no such dues to the tax man, just like Jack Marler. Yet why let a good thing blow away in a Chinook? See, some entity that pays federal tax on corporate income and working in Alaska and using the rail to say ship coal or gasoline, it pays the Alaska Railroad to perform such maintenance upwards $2.2-million each year - so it can enjoy a tax break of $4.8-million. It is not magic math accounting, as with that money towards Bill’s “Rail” retirement fund comes a $2.7-million option in equity a “transport credit”, so you do the math the state gets screwed this deal too good to be true. And of course there is no “Track Maintenance” actually performed, as it looks good on paper but that doesn’t pay wages to shore up the failing and rotting timbers that are supposed to hold the track in place when Mother Earth gets a little angry and tries to shake some semblance of sense into Alaskan politics. You voted for Don again and the tax break keeps working! Now here is the ultimate in tax scams with an accomplice to the crime scene. Herein finds no-excuse why the Alaska Railroad and the entire board of tourism directors is corrupt to the core - that “whiff” of rotten and “what’s in your golden fleece award wallet”? The Alaska Railroad is the “welfare child” of the north, to re-iterate the severity of the silliness to keep afloat a wreck, at least 30% of the “rail” remains today subsidized by Uncle Sam, still to this day and for this year alone the U.S. Treasury forking over $57-million in economic relief posted as “income”. It is the ultimate “golden goose” fleecing as there is nothing required in return. And with that funding, “half fare” passenger travel by rail should be a requirement like every other damn subsidized rail “this land is my land this land is your land sea to shining sea”, so the poor and elderly and disabled can enjoy taking a ride on the cheap. I can travel at “half fare” all across America 365 squares a year, but not in Alaska. See, the tourist industry makes beaucoup bucks in cahoots with the Alaska Railroad, with the Princess “flagship” train passenger cars only the elite can afford…that’s the key. And when you look at the board of directors, you realize this entity is composed of butt buddy profiters for the moist part aligned with the “Tourist” slogan of “fuck’m good the first time as they ain’t coming back for more abuse”. In all honesty, I feel sorry for the tourists that come north only to be ripped off. See, if the Alaska Railroad practiced any form of American Patriotism, there would come “half fare” traveling all year round, the way the law was designed in efforts to accommodate all walks of life - the intent and merit of such legislation passed by “We the People” in the U.S. Congress. But with no such thing as “off peak” traveling because there is but for a single train robbery ride in any given day on the regular season pricing schedule, the Alaska Railroad is able to skirt the law and say gee, we don’t have “off peak” transportation. See, if the Alaska Railroad allowed for “half fare” during the normal summer season, then every damn tourist would say to “Hell’s Angels” with that Princess and buy cheaper seats to travel by rail. OK, if we had a Paul Boyko on this case, Bill and his executive board would be running faster then Donald Trump and that is why Ted Stevens was assassinated, because he had finally seen the light of corruption and was about to spill the beans. So, I am taking the reins and moving forward, as this is what the late Theodore Fulton Stevens would have wanted his dedicated followers to do in his honor, as he was a very trustworthy and honest individual, no matter what Sarah Palin said differently with John McCain by her side. The following complaint has been forwarded to the Federal Transit Authority, because I just turned 65 and want what is due me in Alaska a “Half Fare” ticket on the Alaska Railroad during the summer, so screw you Bill Sheffield!

Dear K. Jane Williams;

It is through this correspondence, filed as an “Administrative Complaint”, that United States citizen in good standing “Patriotism” S. Pam McGee requests the following: The executive branch of the FTA to execute an investigation this concern on its merits and finds in favor allowing relief. That sought-after relief requiring the Alaska Railroad Corporation to provide “Half Fare” transportation throughout the year between Anchorage and Fairbanks, Alaska’s major population cities and all whistle flag-stops between such locations. At present, the Alaska Railroad allows for such “Half Fare” transportation between September and May only, wherein this “public by definition” rail transportation entity considers this the “Off Peak” as it interprets the regulations designating such qualifications. But this interpretation is in gross error, and comes as a sacrifice to willing “Half Fare” passengers as there exists then limited scheduling when such discounts are invoked according to 49 U.S.C. 5307 - wherein it provokes difficulty to use the “Half Fare” upon its intended design and dedication. The Alaska Railroad Corporation is a state-owned entity boasting a portfolio of $1-Billion in assets, while the State of Alaska boasts an economic portfolio approaching $67-billion with world-wide investments. This state owned transportation railway entity is “public” as it enjoys 5307 funding, close to $57-million from the U.S. Treasury and courtesy the U.S. Taxpayers in this year alone - it is skirting the true intent of the law consistent with 49 U.S.C. 5307(c)(1)(D) by limiting access to “Half Fare” and so restricted it alienates the spirit of the law. The fact that but for a single train is scheduled daily to depart both north and south between Anchorage and Fairbanks, with intermediate stops to Denali National Park during the “Regular Pricing Season” from May through September, this excuse of limited rolling stock infrastructure should not have the power to fail the “Half Fare” requirement. Because of limited departures, it strangles the conditions inherent upon the “Half Fare” intent of not interfering with the passenger demands at the “Peak Hour”, as congestion is not the case in Alaska with the Alaska Railroad system. That said, there is no true “Peak Hour” demands and to define such is cause for concern and used merely as a ways and means to circumvent the intent of the 5307 code. The “Peak Hour” falls within the “tourist” season, so the decision to derail the “Half Fare” during this time frame is based upon an economically driven selfishness and a mandate wherein 3rd party tourism finds an affiliation with the Alaska Railroad - all profit motive driven. The Alaska Railroad should not be allowed to coddle the “Peak Hour” for economic protection and by doing so not offering such reduced “Half Fares” - that which enables economically affordable travel by those less fortunate, either economically disadvantaged or due age advantaged and or a disability. Since the Alaska Railroad Corporation allows for such “Half Fares” at very inconvenient times, that fact alone is evidence that funding is provided through the 5307 formula and during such times the offer of “Half Fare” to the “public” is just too restrictive, even though it follows that criteria spelled out in the code of law. The code is not a “part time” instrument. And the law characterized by the 5307 formula should not allow such preferential treatment, the interpretation of the “Peak Hour” is false as it is misleading and is discriminatory, as there is no “passenger” congestion and the Alaska Railroad could easily accommodate “Half Fare” passengers on a yearly basis. But the necessity to support the economics of this 3rd party tourism industry, that which could and would loose revenue from passengers utilizing the “Half Fare” availability as was intended by the 5307 code, that revenue justification is indeed a violation upon the spirit of the legislation designed to accommodate reduction in fares for a preferential class. And when “Half Fare” is not restricted, the availability of transport via the Alaska Railroad finds a reduction in scheduled departures so it is an inconvenience that continues to violate the intent of this legislation mandated through the U.S. Congress. During the “Peak Pricing Season”, when “Half Fares” are restricted upon the “public”, the Alaska Railroad schedules 129 Fairbanks bound trains and 129 Anchorage bound trains, in the same amount of days so it is realized as a daily scheduled event. In the “Off Peak” season wherein “Half Fares” can be enjoyed, the Alaska Railroad offers only 37 Anchorage bound trains and 37 Fairbanks bound trains in a 226-day time frame - it is very restrictive travel when “Half Fares” are available. The Alaska Railroad is an entity that relies on Federal Funding to remain buoyant, and for the most part has shown a year-end-profit. The funding from the Federal government is considered as arm-shot “income” in the yearly financial reports and accounts for an estimated 31% of the Alaska railroads operating income and that amounts to an overall net gain of approximately $6-million in revenue, due the fact the Alaska Railroad pays no “corporate taxation”. Through such generous government funding, the Alaska Railroad should show the willingness and decency to engage in the “Half Fare” goals within the 5307 code’s intent without restrictions. The Alaska Railroad receives Federal Funding and makes a profit above and beyond its operating expenses and that should follow a trickle-down mentality to be enjoyed by the U.S. Taxpayers, and what class is better deserving then those required to wrestle with hardships and must rely on and utilize the “Half Fare” structure for purposes of affordable transportation. The Alaska Railroad Corporation has seen its more than fair share of U.S. government financial support and it is time that the “Half Fare” is available on a yearly basis and not used as an “under-handed” detriment upon the “public” but for an economic benefit to a 3rd party “Private Entity Tourism” industry. Today, this disenfranchising in unfairness is orchestrated by greed of an industry that is allowed preferential treatment by the Alaska Railroad that does not want this “Half Fare”, because it could diminish its return-on-investment in Alaska, and thus the U.S. Government and its citizens are burdened by such unfairness, through deviations from the true intent of the 5307 legislation. The Alaska Railroad’s policies this concern practices discrimination and disenfranchises the intent of the “Half Fare” in efforts to placate this 3rd party in “Tourism”. Please, take this “Administrative Complaint” under serious consideration and due the 5307 funding, through the U.S.C code that allows for reduction in fares, require the Alaska Railroad Corporation to honor “Half Fare” on a yearly basis without restrictions, else the spirit of this legislation exists in vain, not what the Founding Fathers would have allowed. Congress makes laws for a reason, and the Alaska Railroad is sidestepping its responsibilities for reasons that burdens the citizens of the United States.

Alaska Railroad COALition #1


Woody Guthrie loved the rail sea to shining sea, a hobo’s lullaby in “this land is your land, this land is my land”. I also enjoy hearing that Union Pacific Engine 420 on the strain pulling freight through town, the whistle stops getting a wakeup call from the blast of the air horn. It is kind of like a visible and audible indicator of the economy, the more times I am blasted awake out of a sound sleep, the better off we are! And it appears the damage assessment with the 7.0 Richter earth shaker up in Alaska, well it isn’t even back page news today as Alaskans were prepared. Only a single injury attributable to the “shake”, some guy was thrown out of his pool when the tsunami hit. OK, he was from Wasillabilly Heights - just down the road from wherein Sarah Palin frequents that 2nd floor crapper, the outpost where she can see Russia when doing the morning routine. OK, this guy calls his bath-tub a pool, but that is the Wasilla mentality and the reason next summer film crews will gather in Palin’s garden for a “Take Two” the remake of “Dueling Banjos” in “Deliverance Alaska”. And for real, bathtub waves strong enough to have thrown him on the deck, it defies gravity of the situation. So, now that the angry earth has calmed down over Moron Trump denying “Climate Change”, with the “rock’n roll” settled down, time to get down to some serious business of assessing who was prepared for this…it was Not the “Big ‘Un” for Alaska. Now it appears that the unprepared, well if x-Alaskan governor Bill Sheffield is involved of course we have a “Humpty Dumpty” moment. I am talking the damage to the Alaska Railroad “infrastructure”, so what it is but for a “tourist trap” and Alaskan’s do not rely on this Casey Jones waste to support the habit of living where winter lasts way too long and what the hell is with this “Alaskan Bush People”? Did the Trans Allegheny Lunatic Asylum furlough the patients with a one-way all expenses paid no return ticket on the Alaska Railroad? Does anybody actually watch this class act in bullshit? Getting back to serious business, the Alaska Railroad has no excuse this damage. If “Big Oil” can build an 800-mile oil pipeline that sustained “zero damage” this event that was 100 x 100 less dramatic then the 1964 Good Friday quake, engineers should be able to build tracks that are not swallowed up by the anger of Gaia. Yes, 800-miles of steel pipe went without a blemish this “quake” when we now understand that the main railroad track between Anchorage and Fairbanks has been challenged to remain level. It really doesn’t matter, as the only individuals that may be inconvenienced by the ARR not on time this time of year during the “off season” are the poor - as it is only in the off-season wherein the State of Alaska owned railroad allows for “half fare” transportation. See, “half fare” is a requirement in efforts to secure “Federal Grants”. Now this rule is generated for all transportation corridors that utilize the “Amtrak” label for passenger services, as a prerequisite. And there exists some rules and regulations for Amtrak passengers, like this “half fare” criteria. But because the Alaska Railroad is basically a “Tourist Trap”, most Alaskans cannot cough up the price of an expensive ticket to travel between the two major cities during the height of madness for trainloads of tourists rushing to Denali only to find out the Big Mountain is once again clouded over. No, there are no refunds for false advertisement! And the ARR doesn’t have to offer this “half fare” because it is stipulated that it is only required in “off peak” hours of the day. And since there is only one train south to north and back again on any given day during the “Tourist Season”, this half fare is not available for the poor folks until winter settles in and all the “Tourists” have returned home with diarrhea and pictures of clouds. And the bad thing about the “off season half fare” not fair, the Alaskan “yellow rain train” only travels once per week so you get stuck in Fairbanks for a few days, hotels are not cheap and by winter most things are shut-down! So that Federal government stipulation wherein $million$ dollar “grants” are provided requires assistance to the poor to travel, in Alaska there has not been a single “half fare” ticket ever sold. Yet the “grants” are…holy shit for real? Now the Alaska Railroad seems to have been the entity with the most damage this “quake” shake. Bill Sheffield’s office in Anchorage at the ARR headquarters was flooded again, same old toilet on overflow. Will someone please give Bill a plunger as a Christmas present! See, if you blame anything and everything on the “quake”, Uncle Sam may come through again as for years the U.S. Treasury has been very cordial to Alaska’s “House of Congress” Don Young and what is garnished from the U.S. Taxpayers to make sure this Casey Jones ridiculousness keeps on trucking. Look, the Alaska Railroad has been in bankruptcy since 1985. That was the year that Uncle Sam said enough is enough and the rail was sold, as before that it remained part of the Federal Railway System and built when Alaska was still a territory. But once the 49er became a state, the Federal government had to divest itself this kind of infrastructure that held public fascination due equity in funding - aka “pork” addiction. The “rail” went up for sale and nobody came to the auction, as it was not a viable investment for any railroad fans. It was “scrap” but to expensive to haul it away so instead of tearing it down and selling the scrap steel to Russia, the state jumped in and formed a “State Corporation”, which means no transparency. What does it all mean? Well how about another “Billion Dollar Baby Blunder” courtesy the U.S. Taxpayers. You can go onto the Bill Sheffield “financial” cesspool of this Alaska Railroad to see how the audit accountants practice the art of magic numbers. In a nutshell, 30% of the “operating revenue” is supplied by Uncle Sam for nothing in return and amounts to over a $billion$ since statehood back in 1959. And there is not yet even today a sense of urgency to make it a profitable venture, as without “strict” accountability and this intravenous from the U.S. Treasury as a routine cost of doing business in the north, no real reason to trim the costs of keeping…well the earthquake will now cost the taxpayers some more again. Which means the U.S. Taxpayers would have saved money keeping this “brat” part of the military infrastructure when nobody showed up an interest in buying “fool’s gold” back in 1985. But when you see who sits on the board, this junket of re-purposed purchased on the cheap scrap of steel is a vice for the “Tourist” industry, and there are special interests that make boatloads of loot with this yearly procession of travelers enjoying Alaska - courtesy the U.S. Taxpayers getting Don Young strangled again and again and again. Therefore by decree of the Town Crier, my sentiment with this damage to the ego of Bill Sheffield because his toilet keeps overflowing, time for the people of Alaska to demand the selling of the rail - letting it go into privatized hands and then Alaska will no longer be a “Tourist Trap” and if that rail ever starts moving again, that train south should have a special delivery for the Trans Allegheny Lunatic Asylum with the creep shows that have made my Alaska a joke! And wait there is more! Somebody with an Alaskan connection gets $millions$ in IRS Track Maintenance kick-backs, and this is an entity in cahoots with the Alaska Railroad as the “COALition” and did that U.S. Taxpayers’ money actually go towards making sure the track wouldn’t fall apart in a minor quake? Fleecing of America, that’s what happens so far and away up north when “transparency” is a two-headed snake.

MoanaLisa “49er” MurCowpie

Wow, right before George H.W. Bush recited his rights to passage 1000 points of light in life, Alaska was taking all the heat-credit with the FAKE news trying to report that 7.0 Hector Wrecktor Richter Scale shake rock’n roll as the “Big ‘Uns”! What I liked best of H.W. and that 1000 points, the Father the Son and the Holy Grail! The trinity in "I don’t like him. I don’t know much about him, but I know he’s a blowhard”. It is how H.W. the 41st pays respect to the 45th and well justified remarks and gets the point blank across. See, in 2017 Donald Trump replaced Dan Quayle in the category of “America’s Most Admired Moron”! Big shoes to fill but so far, appears the new Moron will have a fantastic reign. Imagine a U.S. President calling another president a “blowhard”? Imagine some more a vice president challenging a 7th grader on the correct spelling of marijuana, I mean tomatoe or was it potato? I stand corrected, the jury is still out if Donald Jong Trump is a bonafide Commander-in-Chief. And Alaskans voted for Trump in a two-to-one margin against that Hillary reincarnation cremation of She McGee Bejesus, as Alaska has always been “red”. Remember, Sarah Palin said she could see Russia from her 2nd story bedroom crapper! And yes, Alaska is well known for its “Red Light” districts, especially down in Juneau. As a tourist tip, Bambi and the well-seasoned hookers hang out at the corner of Bill Allen Drive and Joseph Boehm Alley, front door to the Alaska Capitol. But this “red” alignment is for an entirely different reason then the mainstream republican agenda this party affiliation following the confederacy of Mitch McConnell. Believe it or not, Alaska remains the “biggest” Uncle Sam welfare state and that golden goose bailout is by virtue a “republican” congressional delegation that knows how to bring home the bacon loaded with grease my back I’ll grease your back. Direct dollar funding is appropriate with senile seniority, and Alaska has one of the best in the business. There were times when Alaska was receiving $3-bucks back in Uncle Sam “appropriations” for every dollar swindled away from the oil workers as income tax castration. That ratio was due the fine skills of Jack Marler and even today there is no “state” income tax. Alaska is rich from “oil” revenues and the “red tide” allows for easy living for the oil giants working the Prudhoe Bay Mother lode. So, voting in the republican side of the aisle is but for “greed” seeking. Now I also voted for Mitt Romney’s dog because it was evident that this nation needed a “Lousy Hat” awakening. But back to Alaska…1st and foremost Alaskans are a tough bunch. The reason we cherished the late Senator Theodore Fulton Stevens as the “Hulk”. But rest assured that earthquake was but for a minor inconvenience. Just like with wildfires, what complicates disasters is the population density and in Alaska, it is not very crowded. The reason an Alaskan wildfire is allowed to burn itself out. I remember one summer up Fairbank’s way, an entire summer wherein the midnight sun appeared as a harvest moon - due smoke filtering in from the Big Delta and Farewell Burn fires. The dead spruce from the hungry bark beetles gave way fuel to stoke such fires - allowed to burn out, for an entire 6-months and then it was winter. The “Burn” once consumed 1.5-million acres, like a land mass equal to 2-Rhode Islands or 1-Delaware! And one of the most horrifying events, whenever the Readoubt and Augustine and the Spurr volcanoes decide to blowhard their tops. Hey, there’s another one of thum “oes” words for Mr. Quayle. I forgot, he is not the dunce Moron anymore! Donald, how do you spell…he can’t but that cap fits so well! And one day, Anchorage went dark while black ash littered the entire city and surrounding boroughs. And one historic “thar she blows” caused $160-million in damages, as with this volcano madness comes “earthquakes”. And then there was the “blow” that snagged an Anchorage bound KLM 747 and the ash cloud snuffed out all 4-engines and the plane dropped - I get nauseated just thinking about it. Probably the most dangerous thing that hits Anchorage is when Sarah Palin and her family goes winter time stare crazy and decides to drive in from Wasillabilly to find a Saturday Night booze brawl. So being an x-Alaskan, I know that the city of Anchorage has already picked itself up by the bootstraps this latest shaker, so best send this “quake” to the back-page news and give H.W. the front-page stage of attention and respect. And of course the “Moron” is upset over these events, the earthquake and H.W. passing, as this takes away his fart lighting stage presence coverage at the G20. But through “we all Tweet in a Twitter submarine”, Trump reached out with support to Alaska by voicing that “Your Federal Government will spare no expense. God Bless you ALL!” That presidential sentiment until he was reminded who did not vote for Brett Kavanaugh! Here’s the bottom line. The only Alaskan Congressional delegation member that kept his cool with this earth shattering was crusty old Don Young, that senile seniority guy I mentioned earlier in this broadcast, and he made mention in his comments that no lives were lost. Don is Alaska’s only House of Representatives con-man, as the head count is based on population. As a comparison, California maintains 53 seats in Congress. But the way the other two cowards…this was not the “Big One” folks by any stretch of the imagination. Yet Senator MoanaLisa MurCowpie and Janitor Ted Bundy Sullivan were out and about like “the sky is falling” like it was the “Big One”. If this was indeed the “Big One”, can’t wait to see what the “Big One on Steroids” feels like. And for real - some guy said the waves generated from the earthquake while in his bathtub threw him out of his pool? See, Wasillabilly is “Dueling Banjos Deliverance” with hemorrhoids - that is wherein Sarah Palin hangs up her knickers! Look, there are strict building codes in force in and around Anchorage proper following the 1964 earthquake, that which prevents widespread danger and damage and it seems to have worked quite effectively this goes around comes around earth shaker - if there is damage to a structure, call your lawyer and get a refund from your builder. My home in Anchorage was built on sacred grounds made available after the 64 “Big One” and is super stable, not jello like so I had nothing go wrong with my place. “Keep Calm”, that is what it’s all about and I learned that after surviving a bluff charge from a Brown Bear, right there in Anchorage in the foothills. Amazing how quickly I was stare decisis down a mouth full of teeth, that didn’t need any dental work - yes that close an encounter. What makes matters worse off when people panic, some idiot news-reporter was on-air in a Sarah Palin panty-twist telling people to turn off their gas meters. Which is beyond stupid because once it is turned off you need a special key to turn it on, and that requires a gas technician from Enstar as the company will not introduce gas into someone’s home until a safety check is made - and that takes at minimum an hour. I worked as a gas controller for Enstar, that was beyond stupid advice and in the event you smell gas get out and call the damn fire department! I can hear and see it already in the making, this mediocre incident will be used as an opportunity to rip off Uncle Sam some more. This is that kind of event wherein about the only thing needed from the Fed.’s is paper towels, not even that as toilet paper rolls will suffice! Alaska is a very wealthy state, as it re-invested the money from oil development and legislation was enacted early on in the 70s under Jay Hammond to save the money, through laws that would not allow the legislative branch to spend all the loot on pet peeve projects just so politicians could get reincarnated. Jay was the Bush Rat, and I am sure he is also laughing in his grave the sentiment this was the “Big One”. OK, I wasn’t in Alaska for this “Big One” but I just witnessed the “Paradise Fires” in California and just last year the fires in Coffey Park. There are tragedies and there are skirmish blemishes. You want to see a Real McCoy disaster aftermath, there is no town of Paradise left and still over 126 humans unaccounted for and the remains of 88 now call the state morgue “home” and at last count over 10000 homes destroyed. In comparison, the 64 quake “shake” killed 15! And remember, Trump reached out to California with a rake. Funny, as Paradise is not far from wherein Don Young finds his roots, so you cannot trust Trump with this grand slam proposal “spare no expense”. That said, Alaska should be required to go this one on its own accord - but with powerful members that despise “rabid skunks”, the buck doesn’t stop here and sure enough what should be earmarked to rebuild homes for displaced Californians, it will end up lining the coffers of child perverts that call Alaska home. Even if Uncle Sam spends millions on un-necessary repairs up in Alaska, sure enough every damn Alaskan will be lining up once again for that yearly free bonus check from the governor. Here is the true test for Alaska, now with its hands out to Uncle Sam. Instead of having that giveaway of “free money” as Alaskans have come to enjoy by virtue of living up north, use that money for this state’s disaster relief. Just tell Trump “No Help Needed”! Based on a very good year so far almost towards end, Alaska is reeling in the dough-ream-me with estimates of 100-BILLION! And this year alone because the stock market has been gaining momentum, the “Statutory Net Income” has doubled and today rests at $6.2-Billion, which means a “Big ‘Un” check of close to $2000 will soon be deposited in the bank account of every Alaskan resident. So the state will give out free money that approaches $1-billion. Why not put that money towards rebuilding the broken infrastructure? This would be a “curfew” for a single year the money giveaway - sure Alaskans can handle it! Alaska does not need a helping hand from Uncle Sam, other states do. Alaska already gets its more then fair share. Take the Alaska Railroad as an example. That rail was built in the 50s to help Alaska as a territory become a state. It was run by the Federal government and used to build crucial military bases, as you can indeed see from Russia with Love. Now when the news’ papers “Extra, Extra Read All About It” rang out “We’re In” and Alaska was now a state of the Union as the 49er, well that railroad had to be sold. But nobody wanted it, as it was not an investment opportunity worth any sort of beans - maybe gas from eating too many camp beans is all this rail amounted to. Come to the rescue the state took over the rail, for free from Uncle Sam. Since that day still relying on a bailout from the U.S. Treasury in the tune of $45-million each and every year since statehood - and it is considered “income” to make it look like this venture is buoyant on its own - and cannot survive on its own. There are numerous other examples of highway robbery still in progress that confronts the U.S. Treasury with boatloads of loot destined to Alaska. The fact that Alaska sports a portfolio worth $100-billion and invests in the global markets, this is a time to show a spirit of “Patriotism” for our fellow men, women and children that had to spend Thanksgiving Day camped out in a Wal-Mart parking lot - not true homelessness, but without a home due the California wildfires. And any “I’ll be home for Christmas” is on hold, or will mean the same parking lot experience. Except the Wal-Mart wants the trespassers to move on. So have no sympathy for Alaska as from what I have seen, the rules that were enacted following the 64 earthquake have lessened the blow that such earth shakers can get away with. In the meantime…remember MoanaLisa MurCowpie voted against Brett Kavanaugh. With respect to disaster relief, California got a rake, Puerto Rico paper towels, Alaska is fucked and maybe toilet paper rolls is all that Trump will release when push comes to shove and he was just being nice when he said something that didn’t make sense. One last ending sentiment why we should not show pity to Alaska now that the dust has settled down from this...it is not a disaster. Alaska needed a “Big ‘Uns” helping hand when it first became a state, due lack of infrastructure - so Uncle Sam was there with a much needed helping hand-out. Then oil was found, and back in the early 60’s, maybe it was worth the gamble for about 10-years of oil production predictions. So a pipeline was built and the state by virtue the owner of the resources made a bargain with “Big Oil”, that the state wanted only 12% of that oil as royalty - what a bargain! And the state would take that 10-years of oil development and invest the income so that when the oil ran out in 1984, there would be enough money to run the state for 50-years. But the infrastructure would be built sound during this 10-year dream and the investment income enough to maintain the state of affairs away from 3rd world status like it had realized when still a “Territory”. And that pipeline that was designed to pump oil for 10-years, well it is 2018 and oil is still flowing south. It was a gamble, that has paid off handsomely in the tune of $100-billion and still growing as that 10-year life expectancy oil project is now closer to 45-years in the making. Don’t ask how much “Big Oil” has reaped from this venture, as a spread-sheet doesn’t have enough zeros to cover the profits! By the way, when you hear that flubber about only a small percentage of Americans today invested in the stock market?
